I think the question is subjective regardless of the law (as the law is rarely enforced unless there is an accident) but it is worth noting I believe.

Clarification: strain is on the engine as well

Though I'm surprised that this would actually be what the load would rest on – the cams should always run light enough to avert any load on the belt, shouldn't they?
