Off hand, I'd have to blame this on using non-adaptive cruise control in snow when driving uphill. Even with the chains on the front (and assuming front wheel 2WD), the cruise sensors could be misinterpreting wheel spin vs. ground speed. As per my understanding, the auto choke is a biggest blame. Disconnect auto choke cable which is going into carboraror solenoid. Try it
