I had the stalk switch fail in one of my cars in exactly this way. Everything except low beams worked. $15 for a new stalk, $15 for a steering wheel puller, & a couple hours of labor.

30 minutes seems really optimistic. I'd budget 1-2 hours for a non-mechanic to do it.

Based on the reading I've done and the anecdotal evidence of engines I've had knowledge of, the degradation of oil over time is not nearly as large a concern as the contaminants (built up by mileage) in the oil.

I use a rag folded over a couple times to avoid scratching up the car. Depending on the exact location, sometimes the lip ends up just getting a little crushed. It's rare to see a car nowadays that doesn't have a flattened lip at the jacking location. Is it bad, yes, but it's not the biggest issue long term. :-)
