I'd never used repairpal before, but I just tried it for some things and the results seem bogus. The labor rates might be correct, but for parts, I was getting numbers where the low end of the range is roughly twice the actual cost of the part and the high end was almost 10 times actual.

So far, results are very good. All of the structural repair is done and it looks perfect and feels solid. I'll post an answer with pics and a description of what I did soon, once I get some primer on so I can better evaluate how it came out. I was really surprised how well the fiberglass resin works; I expected it to be brittle but it dries almost like JB Weld, just with a bit less rigidity.

I'm going forward with attempting repair using rust converter (done), aluminum window screen, and fiberglass resin. I'll post results, good or bad, when it's done.

This question doesn't have enough information to answer it well. Does the device need exactly 12V, "automobile 12V", approximately 12V, or some specific voltage less than 12V? Do you want it always-on, or switched by the ignition? Permanently connected or just temporary? While the vehicle is moving? Does it have its own fuse?

You can also pick up one for under $20 on Amazon: amazon.com/Autel-MaxiScan-MS300-Diagnostic-Vehicles/dp/…. Don't get ripped off paying $60-200 for one at an auto parts store. But like others have said, if you just want one scan, stores will usually do it for you for free.

I bought the Blox LCA's and installed them and so far they've done the job just fine. Turned out it wasn't just the bushing that was bad; the bolt through it was completely broken in half.

I ended up doing just that - attaching it with a gob of JB Weld. It doesn't work as smoothly as the other switches, but it stays in place and looks fine.
