Just hook up a Induction Meter and then you will know what the power output it. Most shops will help you out if you don't have one.

I would question if the fan is doing anything at all. On most cars, at speed the volume of air moving through the radiator just from moving is greater than the CFM rating on the fan.

This is a very common issue. One thing you can do turn on the key (but don't start the engine) and turn on the heater on with the fan on low. Listen while you move the temp control knob. If you hear a clicking sound the servo is shot.
