This answer doesn't really address the heart of the question. The OP is asking about a specific set of tires that would need to mount on a 16 inch wheel (or maybe they're already on a 16 inch wheel). Just because the new car can (maybe) accept a 16 inch wheel, doesn't mean that the OPs 255/60-R16 tires would be appropriate for the vehicle.

also, both of these codes are emissions related, and the two codes may be symptoms of one root cause (NOx emissions do increase in a lean-burn situation).

@FriendlyGreasemonkey, you say "without a rev limiter," but this car certainly has a rev limiter. Nonetheless, good advice to let off the accelerator.

Bondo is often less flexible than a plastic bumper cover, and so you may end up with the repair cracking or popping off of the bumper in the future.

Downvoting as simply "drilling a hole in the frame" and using the same torque spec as the other seat belt bolts is definitely not sufficient to ensure the strength and safety of the installation. A seatbelt is a safety device. This project should not be undertaken lightly.

Many "clear coat safe" products that function as rubbing compounds not sold as "rubbing compound". I'd look for a "scratch remover" or "cleaner compound". In the US, Meguiar's offers ScratchX and DeepCrystal Paint Cleaner, either of which might be appropriate here. At any rate, buy something "clear coat safe"
