Exactly. Beyond resetting fuel trims and whatnot, the advanced stuff is manufacturer specific--and you'd likely need the manufacturer's proprietary OBD-II tool to mess with it. Like a GM Tech II and whatnot. There are also 3rd party companies that make tools to reprogram fuel tables and 'tune' the car. But I know of no generic tool that can increase the throttle or do anything very specific like that.

@MikeyMouse AC removes moisture to keep it comfortable in case it's really humid out. Also, it can clear up foggy windows. Some auto HVAC systems (Ford, GM, Chrysler, at least) will engage the AC automatically if you set it to defrost for just that reason. Also, the "Why blow cold air" was just in jest.

While true in general, manufacturers have designed the starter and battery to withstand the worst case stop-and-go traffic. They're also battery level thresholds in case voltage drops too low. It wouldn't be a stretch to assume they've engineered bearing tolerances or even "Accusump" like solution to minimize engine wear.

You can usually Google trouble codes to get a description of the code. I've edited your post with my results from searching. It doesn't work for every make/model, as manufacturers tend to make up their own hard to decipher codes, but there is a standard.
