That sounds like a good guess, the only thing I can think of that would affect both power steering (belt driven) and brakes (vacuum driven) is a low engine RPM, which is often typical when first started, as the OP mentioned.

Also realize that if you bleed the brakes by pumping the pedal and you mash it all the way to the floor, it will often push the piston cup further into the master cylinder than it usually goes and collapse the rubber piston cup or get crud stuck under the lip, preventing pressure from building. You should NEVER have pressure in the brake booster vacuum lines. Ever. So if you did, it indicates that either something was done incorrectly or maybe you just heard air rushing in? It should always hold a little bit of vacuum.

I am not familiar with the Peugot 2.0 HDi engine, but it sounds more like a turbo or vacuum leak than an injector issue. Some turbos use vacuum to close the wastegate and some use it to open it. But if it's bucking like that, especially after turbo work, that's where I would start. On a cold engine with a hand vacuum pump it's only a 5 minute check.
