+1 for the video. At first glance, that feels to me either a starter/solenoid issue or a battery issue. I'd advise trying to change the battery in the first instance, as that's going to be very cheap and easy to do.

In the UK at least people stopped "turning rotors" many many years ago - personally, for the relatively small cost, I always just change pads and discs/rotors in one go.

@WarrenHudson Remember that normally most of the oil will have pooled in the sump anyway, so many parts of the engine start dry no matter what. If you ever get a car with an oil pressure gauge, you may be surprised at how long it takes to reach operating pressure. It's only seconds, if that, but the engine is definitely started!

+1 - Washer pumps aren't exactly low tolerance high performance pieces of kit - I'd certainly not worry about frozen washer fluid from this point of view. Obviously not being able to clean the screen may be cause for concern!

Have you TRIED a different battery or a jump start? Car batteries have a number of (seemingly) peculiar failure modes and I've had batteries putting out 12v that won't turn a car - the starter motor requires a huge amount of current (Several hundred amps, normally) compared to comparatively tiny amounts for everything else (Measured in single digits for lights)

Does it start again immediately? What happens if you hold the revs higher? Has it been serviced (Fuel and air intake filters in particular)? Also, are you using fresh fuel?

I actually disagree a little with this - a differential is there to allow the wheels to turn at different speeds and there are plenty of examples of vehicles with a 'solid' drive axle.

To expand on this, @Aerovistae, you may be getting confused after seeing cars with things like Twist Beam Suspension which can look like a solid axle from behind.

This isn't a real answer, but sometimes you can simply 'shock' the bolt off by hitting the wrench rather than turning it.
