Unless you know somebody with a GM Tech2, it will require a trip to the dealer. Shop around for the best deal.

What makes you think the bulbs are fine? Do you have separate hi/low bulbs or one dual-filament bulb? If the latter, don't assume you don't need to replace them because both filaments light up. The low path of the internal wiring between the connector and the bulb could be bad.

@j.keller You can get it through various wholesale parts sources in the US for around $77 plus shipping. I got it from a dealer parts department I've done a lot of business with for a cash discount. I can't remember the exact price, but I think it was more than wholesale and less than you paid, probably around $100 (no shipping). I had it in my hands within 24 hours, too, which was an important consideration.

@user3098378 Yes, it should have been 01010001 binary, fixed. The mode 1 response is hexadecimal encoded. Note that the DTCs in the mode 3 response are Binary Coded Decimal. The WikiPedia article has more details.
