This should work for any ford obd 1 vehicle: therangerstation.com/tech_library/OBD_I.html. I've only ever used the cheap code tool that just beeps at you. But, this should help.

I've always been a fan of "Free All" but other people like PB Blaster. Just spray it where the bolt head meets the pulley and wait a few minutes. You might repeat the process a couple of times.

If the switch is absorbing power, it would need to be replaced. Without tracing wiring there's not an easy way to know if the system uses relays. If it does use relays, there may be a drain somewhere else in the circuit.

Is the check engine light on? I would take it to an auto parts store and have them run the codes. Most places will have the correct tool and will do it for free.

I am fairly certain that this would still work for 10% ethanol. The last time I did this was before they started adding ethanol. You could always do a test run by getting some of the gas and pouring a bit of water in it to see if it separates with the ethanol, and so you know what to look for.
