Does the amount of fuel in the tank matter?
It should be noted that any "floating debris" are not going to be prevented from entering the pump simply because you have some gas in the tank. The first time you turn a corner or hit a bump, the tank will be thoroughly mixed, giving even floating debris a chance at the pump intake.
